REASONS WHY REMEDY IS HOLLOWArizona prosecutors with the help of state judges create situations in cases they know they may not pre-vail force defense counsel ask for mistrials. Though the Arizona Attorney general and courts know of this practice they decline to take any action.The Arizona Attorney general in proceedings in the Superior Court has made it a practice that relief by way of special action is not available. They however consistently deceive federal courts taking contrary positions, so as to defeat claims.Aware that in Arizona PCR proceedings with appointed counsel are meaningless as counsel do not expend the resources to ensure claims are reviewed the Attorney General conceals these facts.Arizona does not have a law library and have a paralegal system made of paralegals, not able to afford inmates assistance. By their policies they forbid paralegals from assisting inmates in marshalling facts and arguments. However they argue in the course of federal proceedings that inmates have failed to comply with technical provisions of the rules. They obtain mental health from mental health practitioners who are willing to say anything to appease state authorities.
