Robert Knauer has been actively performing contract negotiations since 1984, after he'd left the U.S. Navy as a Lieutenant in the Supply Corps to become a GS-9 at the Navy Regional Contracting Office in Norfolk, Virginia. Since that time he worked his way from GS-9 to GS-14 in the federal government, moving from Norfolk and ultimately to Washington, D.C., where he became a senior contracting officer and negotiator for DOD, Treasury, Department of Labor, Department of Transportation (DOT), and professor of contract management where he developed and taught this course and several others for the Defense Acquisition University (DAU). After retirement he started his own DC consulting firm and made lots of money doing what he loved best--contracting.
