Burial at sea sounds simple until somebody actually tries to arrange one. At first, the idea seems almost beautifully uncomplicated: take a person, or more commonly that person’s cremated remains, out onto the water, say a few words, and return them to the sea. Then the questions begin. How far offshore do you have to go? Can you scatter ashes from a beach? Can you use your own boat? Can you put flowers in the water? Can an entire body legally be buried at sea? Does a funeral director have to be involved? What does it cost? Does the Navy do it? Can you choose the exact coordinates? What happens if the wind is blowing toward the boat instead of away from it? Most important, perhaps, is the question families rarely expect to ask during a deeply emotional moment: who exactly has jurisdiction over Grandpa once Grandpa is three miles offshore? This book exists because burial at sea sits at the intersection of science, law, tradition, religion, money, geography, environmental regulation, funeral practice, maritime safety, and family emotion. It is one of those subjects that appears simple from a distance and becomes progressively more complicated as you get closer to it. The sea does not have a front desk, but governments certainly do, and they have accumulated rules concerning where human remains may be placed, what may accompany them, how intact remains must be prepared, what depths may be required, when reports must be filed, and which agency becomes involved depending upon whether a ceremony takes place in an ocean, bay, river, lake, harbor, state water, federal water, or somewhere in the wonderfully confusing region where one jurisdiction stops and another begins.
